Hot off the presses; Delivery Services get no respect in Sacramento. If you are one of the 150 (weedmaps numbers) currently operating delivery services in the City of Sacramento; you are hereby put on notice, Sac City has declared your business an illegal operation!
Excerpt from the “Proposed Operating Permit Fees for Marijuana Businesses,” authored by City Revenue Manager Brad Wassan.
Brad Wassan recommends the following:
Dispensary-Delivery only: Currently around 150 delivery only (according to weedmaps) dispensaries are operating illegally in Sacramento. These businesses are not paying permit fees or the City’s 4% Business Operations Tax. Staff recommends allowing a maximum of 30 delivery only dispensaries. This new model of dispensary will be somewhat controversial in determining who can apply and how to track sales until the State of California implements a “track and trace” system for all marijuana products. Staff estimates 15% of permitting resources and 10% of enforcement resources devoted to delivery only dispensaries is necessary. The proposed permit fee is $23,450.
The illegal part of this is untrue … or remains untrue until 2018 at least … or possibly longer. Regardless, this declaration is outrageous; Medical Marijuana delivery is an established right for all card holding patients. If you are a delivery service business owner you should know this. If you don’t know this then you should contact me; in fact I invite all delivery services to contact me; I’ve got strategy for you.
Alright Delivery Services’; Sac City is giving you the rod. You are the first line casualties of war; but we can still beat them; here’s the scenario: Brad Wassan is calling your business’ out; declaring all 150+ delivery service business’ in Sac City as illegal.
Alright fine; Weezyleaks.com has previously reported that 25 of the currently operating dispensary services are invalid. BTW: How’s that make you feel … knowing that 25 city dispensary’s are truly illegal business’ and Brad Wassan is protecting these criminals, and himself from you … the competition … the threat.
You are a threat to the conspiracy. Fortunately, The city council is under some pressure to allow the delivery only dispensary’s. So Wassan is forced to recommend something … so as to appease the delivery service crowd and certain key officials, Brad Wassan is recommending limiting the Dispensary-Delivery Only permits to a maximum of 30.
150 delivery services are a threat to the vertical monopoly (oligopoly) which, Wassan and others have crafted and nurtured so carefully. The conspiracy expects a huge windfall; a massive gain of customers from the 150 delivery services from which potentially all currently operating delivery services could go out of business.
Are you kidding me? There is no way to be fair in the selection process for just 30 delivery services; so what will happen is what has happened in the recent past. Someone is going to pay a lot of money to get those delivery permits … and someone else is going to have a huge payoff; payday. So far, after you now know the truth … who do you think that someone is???
Wassan is potentially in a situation whereby he could lose his job and career over this conspiracy if exposed …. no big deal really, if the conspiracy lives on … if the 25 permits remain valid; a smart guy takes a bribe and he also gets a lifetime consultancy gig too. Wouldn’t you, why wouldn’t he?
Wassan is operating within a conspiracy that relies on these 25 illegal permits remaining valid. If the permits are revoked, the conspiracy and the easy retirement dies a sudden death; unfortunately; the conspiracy leaves Wassan out to dry; and up a shit creek without a paddle … no job, no career, maybe no retirement … straight up no golden cannabis parachute … it looks ugly from here. Point is … Wassan and company are in a no win situation … they must protect the golden parachute against all odds.
In summary: 150+ delivery services get the shaft, so that Wassan can protect the conspiracy gold for himself and others. Shame. There is a bright spot; despite this development, some council members seem to be sympathetic to delivery services; and less so to the plight of these invalid dispensaries. We must elicit their support.
So … Delivery Services, cultivators, and anyone else, please listen up .. let’s huddle; i got strategy. What needs to happen is this … we need to lobby the city council for an independent audit on the dispensary permits and determine which permits are valid and which are not valid.
The invalid permits should get tossed; we should demand this; and this should happen prior to any implementation of the cultivation permit and application process or the process of permitting should be delayed until after the audit is completed … so that every business gets a fair shot at this.
Weezyleaks.com also advises removing Wassan and staff from the process … the same people who corrupted the dispensary process; currently drive the cultivation process as well; these people must be removed or they will certainly corrupt the cultivation process as well. It might be an equally good idea to move the permitting process to another department out of Revenue’s hands.
Continuing … once the 25 permits are tossed; now we have room in the market for all 150 Delivery Services … its an open market … so let the market decide! Furthermore; we shouldn’t put many limitations on any of the permits, i.e. open up all zones in the city to cultivation, but keep the distance to 600 feet from parks and schools … that’s it. This expands the market in Sacramento fair and square.
Also keep in mind … SMUD gives Sacramento Cultivation an incredible advantage versus other parts of the state, in so far as our electricity rates are some of the cheapest in the state, therefore indoor costs are down, which is a boon for cultivation permits because Sacramento cultivators have a competitive advantage over other cultivators in other cities and regions.
Also as important … we get rid of this disastrous monopoly while 150 Delivery Services live on … Cultivators especially make out better then before because now they have 150 additional targets (delivery services) in their marketing strategy, and the City makes out on more permit fees and taxes; Its a win – win – win.
What did you say? You were what … you were planning to sell your Weezy to these 25 invalid dispensary’s? The 25 invalid dispensary’s were going to buy their Weezy from themselves anyway … did you think they wouldn’t? They invalid dispensary’s are going to get the same cultivation permits you get … and they are going to buy from themselves and cut the rest out of the market … that’s what a vertical monopoly looks like. You see now cultivators are the 2nd line Casualties of War.
The 25 invalid dispensaries make the conspiracy what it is. The dispensaries according to state law may apply for their own grow space; therefore they may grow their own weezy. Put yourself in their shoes … who would you buy your weezy from if you had a choice … yourself or someone else?
So …. the main objective is get rid of the 25 invalid permits and don’t limit the delivery service permits. How does that work for you? Look folks we have more then enough ammunition to get this going the way we want it; all we have to do is expose the corruption and all we have to do, to do that, is demand an audit from the City Council. Please think on this.

What is your theory that the 25 dispensaries are illegal?
An informal independent audit has already been performed on the public record by Hackard Law Firm; here in Sacramento. The audit determined that 25 of the 30 dispensaries have transferred ownership, which violates the ordinance. According to the same ordinance, if ownership is transferred the permit is null and void. The audit was paid for by a reputable dispensary owner in Sacramento; whom you know. I do not want to name the dispensary owner at this time, but you will know the name when you hear it.
